I see than tier-2 has already started.

Tier 4 is for the poor. Max will be around 3k usd

But I haven't received any email for my approve yet.

If you didn't receive the email - you are not in Tier 3 but you still can be in Tier 4. ETA of Tier-4 list - next week.

It's not just about the amount you are willing to invest. Other factors are taken into consideration for entering the white list. That's why you're required to fill out the application with as much detail as possible and no just amount to invest. I believe cindicator is a project worth investing irrespective of the individual cap.
