Yes the ICO is still in progress, T3 did not close yet, I believe T3  was originally planned until 09-21-2017, T4 will fallow.

I received an email concerning Tier 4 social information update. You have to update your Twitter or your Linkedin account.
The mail states: "Unfortunately, we will not be able to consider any application that wasn’t supported by the confirmation. Such applications will be deleted and will not be whitelisted.".

Does it mean if we didn't provide any social account, we won't be in the Tier 4 and so won't be able to participate?

My understanding is since you did not provide any any social account reference you need to complete Email confirmation in order to participate.

After that, another email is sent with instructions regarding how to verify your email by clicking on a URL so that it can be added to the whitelist - for further review.

Hello! There is no Tier 5. Approval emails for Tier 4 haven’t been sent yet. ETA - end of this week.

Are the requests and applications just backlogged? Will this time period to be whitelisted be extended?

Are you joking, right? This is the way I just lost my interest in this project. Now it looks to me just like some marketing hyped crap (at the beginning it was the application, then forcing to share it everywhere, then many tiers while hyping about that in mailing lists; and now this).

Seems like a way for them to quickly run search algorithm to know who the participant are. Also maybe to help them filter out participants from restricted areas

the official explanation is that there were a lot of fake applications and this is a way to filter out genuine applications and ban the fake. this is for effective allocation of tier 4 slots and to ensure the security and health of the ecosystem.

See, simplicity in itself and a nice deterrent for impostors. Only genuine applicants have access to their social media profiles. Just a way of proving you are who you really say you are

it's a ingenious way to get us all to show our accounts are legit! At first I was worried since my company I work for uses and checks our LinkedIn regularly. But it's for a couple of days and I will fingers crossed hopefully have Cindicator tokens!!!!!!
