The exchanges will be confirmed after sale has completed. 
There are legal aspects to listing on exchanges unless you want to risk ED which is a mine field in itself

Where did he say that, exactly? 1 ETH = 2000 tokens. In pre-sale was a 33% bonus, or 1 ETH = 2660 tokens.

In long run what are the pairs you are going to add in the Spectre exchange. I see almost Spectre ICO has raised more than 14 million dollars and seems to be very interesting project and the team has built a successful project with a solid road map.
