Paccoin almost died a year after launch , website got updated 2years ago explorer died under the blockchain weight .

This coin should be scooped up as soon as it hits etherdelta. The prices are likely to be minimum over there. If it hits binance or even hitBTC the price is going to see some jump.

It is really strange to me that the project raised the hard cap but ICO is paused but still going on because this is like an insurance for Gladius against the possible decreasing market.

Of what use is it that hard cap has been achieved and the ICO is still ongoing,  it creates room for questions. Ordinarily hardcap is just a maximum amount that can be achieved in ICO. The roadmap can be achieved with less funds than this hard-cap, unless of course the team are out to make more than extra for their pockets.
