I dont think there is one common cause of poverty as there are many factors to consider.

Sure attitude is one big issue but sometimes their circumstance just cant be helped.

For example if you live on an small rural island away from the capital of your city chances are the infrastructure are much simpler
The wages are much lower, everyone's mind set is short term and slow paced (big island cities are an exception; Hawaii, etc)

Here in the philippines most of the people from the country side flock to the capital to look for high paying jobs.

 I would say that major cause of poverty in the Philippines which is my country is the inequitable distribution of wealth among Filipinos. Only a little over 10 percent control the wealth of the nation. If you were born poor, everything will be stacked against you, that is, lack of education and the opportunity for gainful employment, to keep body and soul together, especially during hard times.

Actually, there are more than one common cause of poverty. First is, discipline. The way people handle money.
I can see most people don't know how to spend money efficiently. They waste money by gambling and bad habits.
And the second is, corrupt government. It's popular to all of us, i suppose. Most politicians ask or have been given a money to be spent in projects but they keep almost half of it.

Different nations have different characteristic due to various reasons. Those countries who went along the agrarian path of development, unfortunately, lost everything today. Although this is very true, and I have a lot of respect for those who manage to lift themselves up out of poverty by their own efforts, we have to admit that the system and therefore the statistics are rigged in favor of some.

If you have 100 people of equal ability born into varying degrees of abject poverty, some will be able to use grit, determination, hard work and luck and combine them into a stepladder of success. But because success requires more than we can control ourselves - just think of the difference between being born into an Indian village with no electricity never mind internet connection, and being born the  daughter or son of a crypto specialist, wealthy engineer, or politician - it becomes corresponsindingly harder for those who have the least luck to pull themselves up using their own powers. And this problem is compounded by the fact that many of these talents e.g. grit and determination are themselves affected by environmental factors such as b6 deficiency and lead levels, which many poor people are exposed to. So if you compare this to 100 people of equal ability born into, say, a wealthy Western or upper-middle class family which is able to send you to school, pay for a computer, maybe even hire tutors, buy proper food, &c. I think we can all agree that more of those in this second group will become successful and not poor. So the answer is both, really,--but its not entirely fair to blame either the environment or the individual fully, in my opinion.

The main cause of poverty is our self. We become too dependent to our family and government. We must learn how to stand on our own and be a productive individual to our society. Our laziness has no room in this world. We must set our own goal so that we can have a drive to give our effort, time and knowledge.
