What is the best Social Media for promoting an ICO ?

I would think that Bitcointalk is still by far the best media for promoting an ICO. The reason is that it is hitting a target audience 100% as everyone on Bitcointalk is interested in crypto and crypto investing. If you compare that to say Twitter and Facebook where maybe only up to 15 or 20% of your friends and followers would share that interest.

How do you promote ICO in Telegram? In big groups there is no real conversation. People write so fast. In your own channel only people that already know the project join. So how to promote there?
