Airdrop for token buyer maybe is good enough. Its not fair if airdrop is shared to public. The buyers will be loss if thats gonna happen.

first, the decision not to distribute coins to the public and only to those who have bought is a fair decision. secondly, distributing to those who already bought with the concept of airdrop to make the coins will run out but not increase the number of owners. in the end the coin will only spin on the buyer and even there will likely be a majority owner of the coin (broker) which any time can control the market price. third, however this system requires a high transaction intensity, if only spinning in 1000's of people who have bought coins then there will be a monopoly by a handful of coin owners. and this is actually not healthy.

yes, they should and can have a lot of time to prevent the impostor and scammers from entering.
but, I think the simplest and least inconvenient way is not to give them a chance at all by looking at their recording of transactions over ico.
preventing double-ip network can also but not completely effective prevent but can only reduce the existence of double claim token airdrop.
