Have you already calculated the amount of money you will need to implement the technical part of the project? What will you do, if that's not enough?

The network tries to produce one block per 10 minutes. It does this by automatically adjusting how difficult it is to produce blocks.

It's great that in Paymon all transfers will be made without commissions. I just used many wallets, everywhere it was with  commission, so this fact was for a big surprise.

Why did the company decide to hold 3 stages of the ICO? Does they get something special due to it?
Paymon decided to hold 3 stages of the ICO in order to show the investors that they’re eager for long-term operation and commitment.     
The project is kinda ambiguous. I doubt that people will be interested in PMNC and that its price will grow in the future.
Your fears are unfounded. More and more merchants and developers connect to Paymon every day. This will happen in the future, too, and this will motivate their users to use PMNC to pay for goods and services, it will contribute to stable growth of the token value.

Those merchants are not only connecting to Payment, they will try and use a variety of services and see which one is the best. Paymon needs to stay at the top constantly by improving the service!
