I agree that low volume exchanges are not going to help for more popularity and also not for the value of the token. But to get listed in a medium size exchanges cost now a days over 10 btc.  If they raise enough funds, this should be no problem, but many ICOs, even they have enough money after crowdsale, do not apply for a listing in medium or big size exchanges.
