On Havleock is around 50,000
~670,000 on BF 500,000 for XBOND (which will go to BF) ~230,000 on BTC-TC ~49,600 on Havelock ------------------- 1,449,600 =4348 BTC 9,500 BTC needed by November ~45.7% funded.

where are you getting your numbers? it seems to me that ~670,000 on BF is ~2000 btc alone
Entirely correct: ~670,000 on BF 500,000 for XBOND (which will go to BF) ~230,000 on BTC-TC ~8,000 on Havelock ------------------- 1,408,000 =4224 BTC 9,500 BTC needed by November ~44% funded. There are three phases of the IPVO:
Private Tranche - 1,100,000 Shares - Sold privately to Angel Investors - Completed
Pre-IPVO Offering - 500,000 Shares @ 0.0025 BTC each - Begins September 17th at 17:00 UTC (Pre-IPVO Offering, available only to XBOND holders, see next section)
Public Offering - 8,000,000 Shares @ 0.003 BTC each - Begins September 20th at 17:00 UTC
plus 1100000*(0.002=<x<=0.0025) I guess or those don't count?

I'd like to thank eduffield and the other developers for this critically important evolution in virtual currency. DarkCoin is what bitcoin should have been. Some might call it "Bitcoin 2.0" but would do better by saying: "DarkCoin is digital cash." - Child Harold - February 28, 2014 https://bitcointalk.org/index.php?topic=421615.msg5424980#msg5424980

why are people placing bids above the IPO price???
Because such bids will be filled first (or so I understand) Correct. The standard order-priority on exchanges is that bid orders with a higher price get filled first. In case of multiple bids at the same price, the bid that was placed first gets filled first. On BTC-exchanges, IP(V)Os are typically not much more than the issuer placing a single large sell order at the IPO price. So if you expect the IPVO to sell out, you should ensure that you are either among the first to bid at the IPVO price or place a bid at a (small) premium.

Really what will happen if it sells out is that people will just place bids higher than those currently placed, moving their previous bids from .003 to a higher price.
Then you get into a bidding war that is extremely detrimental to shareholders but very lucrative for NEOBEE.

With the IPO being open until the end of November, it is very likely that a price war might break out.
Those that have submitted valid bids at the IPO selling price should not be penalized by being forced to go above 0.003 in order to get the shares requested.
Is there a mechanism that can secure this?

Huh? 9,000,000 shares will be dropped on the exchanges tomorrow. Those shares have until November to sell out.

This is what happened with LABCOIN just before their IPO, which forced Burnside to come up with a last-minute fix that allocated shares (at IPO price) proportionally to the amount you bid on (for all bids at or above IPO price). In a way, this is a better solution for IPOs that attract a lot of investors as the bidding war is just awkward for all involved (the company can suddenly end up with quite a bit more coin than they had budgeted for).

For the VC and private equity funds the amount requested by NEOBEE is peanuts, literally a petty cash amount.
They will most probably want a piece of the action and would be a pity if 1 or 2 of them arrive last minute to grab all the shares leaving the small investors disappointed.

Bidding wars are common and should be considered the new normal. Labcoin had a bidding war which almost took down BTC.CO. Neo Bee is going to be far worse, but honestly Neo Bee is a different kind of investment. A bidding war in this scenario is beneficial to both Neo Bee and investors because it could mean that Neo Bee can build more branches and do more marketing. Unlike mining, it's not a matter of getting to the market first with Neo Bee. Neo Bee wants to make a profit and that profit will become dividends anyway up to 0.0035 I believe? So that means you can make a guaranteed profit in a bidding war up to around 0.0035 but anything over 0.004 would be risky for investors. The point is, Neo Bee is for long term investment. If you're willing to wait for a couple years then these shares could be worth a fortune but if you're in it for the short term dividends then go somewhere else. Neo Bee is the type of thing to raise the price of Bitcoins to $5000-10,000 and that would make the shares extremely lucrative.

How do you plan abiding to the maximum of 5000€ overseas transactions AND permit bitcoin withdrawals? Won't someone be able to deposit 100000€ and then send the bitcoins wherever he wants? More generally, how will the goverment be okay with you offering such a simple entry-point for bitcoin's pseudo-anonymous features?
The fact that most people won't do bitcoin direct transactions, since they aren't tech-savvy enough, is certainly true but isn't a solution to the problem IMHO - the goverment won't like for this loophole to be there.

Because to operate any account they will be subjected to AML/KYC and all reporting procedures that "everyone" is subjected too. €5000 from existing Cypriot Monetary Financial Institutions overseas is currently implemented, until the Troika meeting in September when it shall be reviewed. The paper money we accept won't leave Cyprus, the 1's and 0's representing those Euro notes are accounted for elsewhere in the world (Currently subject of an NDA so apologies that I cannot provide more specific details). By design we have zero exposure to the existing Banking infrastructure here in Cyprus.
