Sure, and often. Maduro made the claim for the first time on 9th of March:

Interestingly on 22nd of March he repeated the statement and claimed more precisely that 200.927 million offers totaling $5.025.181.787,54 were made during the whole presale.

That's obviously false like most of the stuff you post.
Pre-sale was based on offers as everybody knows and Maduro kept saying that they were receiving offers: never said that was the amount raised (the media did).
Maduro never said "200.927 million": that's another ridiculous lie. He could have said "200 thousands" and stg.

Euro account for payments

I don't think they will change the account for payments in Euros to an European account. Switzerland has applied "sanctions" to Venezuela yesterday and this completes the whole US/EU mafia. Venezuelan officials obviously know that. Therefore it is unlikely that Venezuela will risk to keep any more money in any western European bank, after losing billions of dollars in US bank accounts.

The payments in euros must be done directly to a Russian account: in this case a European bank (German) will function as intermediary for the transaction but the destination account is Russian.
A better alternative is to pay in crypto. That's what they should be used for.

The "200.927 million offers" was indeed my mistake, I wrote my post in a rush. Thanks for the correction. It were 200.927 offers. I corrected it in my original post.

As to the point that it were offers and not the amount raised: I already said that he was speaking about offers. (And if you read my other posts I always insisted on that point.) Part of the media treating it as amount actually raised are the Venezuelan state media. The presidential press office quoted Maduro in the following way:

"We have more than 5 billion dollars in our hands, in only one month of the presale of the petro, which is part of the path of the economic solutions from now and into the future", underlined President @NicolasMaduro

People are to be forgiven if they understood that to mean that the amount was actually raised. Non-binding offers are no money in your hands.

It's possible that in the 20 times he said that, he used that expression, but in the context that he's always defined as a pre-sale based on offers.
Anyway, this kind of discussion is useless and ridiculous, as you well know.

What's important is if the ICO rises enough money to support the development and expansion of Petro and this eventually helps the Venezuelan economy.

I am waiting for ETH to go up a bit as it is in a 5 months low now. Paying with fiat is easier because you know exactly the total (apart from the discount).

Depending on how the market goes in the next days or couple of weeks, I'll decide. But yeah, I'll definitely buy.
