I think it would be the user's fault to get scammed in an ICO because he has done no research or ICO background check. I believe that prior to joining, a ICO check should be done maybe from the forum, from a website that rates ICOs like ICOBench. I think that all ICO has a public spreadsheet and that should be checked too because if you see that the participants are veterans of the forum then you can say that the ICO is legit.
