Is BTER safe to use though? Like how long do deposits take? Withdraws? I thought I read about some issues on there

Deposit is after 3 confirmations. Really fast. From Cryptsy to BTER - max 20 min (extreme cases). Withdraws? Never tried. Can't say a word about it. But the rest is very useful - you have already "obtainable" field, which tells you how much you can buy/gain

i just waited 11 hours to get dogs out of cryptsy!
and now it will take another 1-2 hours to really have them in my BTER wallet.

So add 12 hours and 40min to your max 20min and we hit the real time it takes to do a damn deposit!

Well the assumption is that since the block reward will go down, less coins will be mined and that should result in a price increase. That isn't always the case though.
