I hear the rumor is 1W/GH and 40GH per chip. (similar to Black Arrows numbers)

This looks like it's gonna be 8x 40GH = 320GH/320W

If this is true and you have Hex16B on order 28nm only looks to be around 40% more efficient power wise.

I look forward to hearing Martins official verdict on GH/W on the test chips.

If the price can be competitive with BA @ $3/GH + 20% VAT. I'd hope to pay maybe no more than €1000 for a 320GH unit.

I suspect it's a flexible prototype board. If they are not needed Martin will leave them off on the production models.
Some of the Hex16B come with 2 or 1, whatever it takes to get the chips running I suppose.
It's planned to have 2x 6-Pin PCI-E power connectors, Martin said they are capable of running well beyond the 75W PCI-E standard.

With a 80+ Gold you have < 11 % loss

the dc/dc seem high too
It's actually probably low. Doing 12V to 0.8-0.85V  at 90% efficiency would be very good. The big problem is that your losses tend to be primarily dependent on current, so the power dissipated by your DC/DC at 1.2V and say 25A will very similar to your losses at 0.8V and 25A. Output power at 1.2V would be 50% higher though, so the efficiency will be lower at 0.8V.
