Something still seems pretty weird with the targetting. The vircurpool currently has 179/184 of the network hash rate and has only found one coin in the last ~20 minutes. The odds of that seem astronomically low for a coin with a 60 second target.

The difficulty is down but that doesn't seem to have made much of a difference. Here's a screenshot of the last blocks found on Vircurpool:
