There are two options.

1. We set a date and the IPO occurs on that date, whether coin is ready or not.
2. We wait until coin is ready (keeps getting pushed back) and announce IPO after its ready.

The coin launch and IPO will definitely occur before Obelisk is implemented, which may take through July.

Does Febuary 24th, noon GMT time for IPO sound good? Is there a better day or time, or should the IPO wait?

You can do both. If people like to take more risk they can buy before the implementation and otherwise they can buy after. You just need to set different weights for the before and after.

This model unfairly rewards those who are wealthy enough to invest into risky investments.
If you are making 100-200k a year you might not think twice about investing 1 BTC in NXT or skycoin without any solid proof of code. If you make 25k a year you would be crazy to risk money on such a gamble. Who do you think needs that reward from a successful investment most?
Don't incentivize risky thinking/actions.

Let's pretend like we have some fucking ethics people.

I would rather have the pre-sale sooner. I purchased BTC to have on hand for 3 pre-sales, all of which have been delayed.

The Polycoin scam appears to be run by a moderator on the Bitcointalk forum. They appear to be able to delete or modify posts for other users.

I used to work as a Developer for Skycoin (SKY), but seeing that the original creator aka "leader" of the coin was hardly doing anything, I mean ziltch to promote, or help me develop the coin further, I decided to release Polycoin in collaboration with a few other developers, similar to that, but with all the updates and mechanisms that were supposed to go to Skycoin, but I doubt highly ever will...
Everything thought of for Skycoin will be implemented in Polycoin instead, seeing as Skycoin has stalled updating anything when I and a few other devs left.

Those are the three. I also meant to load up on some more Protoshares with the leftover change, but looks like other people are catching on that they have been way undervalued.
