I would if I was certain that it would be good for the coin, however as mentioned before on this site there are both up- and downsides to being listed on Cryptsy. Multipools (however that is uncertain because of difficulty every block) and too many profit flippers playing with the value of the coin are some of the downsides.
It may be better to wait with a site like cryptsy untill a significant amount of coins have been mined and are in circulation to make it a lot harder for price manipulation to happen.

There was a small amount of downtime twice yesterday as I was fixing a few things. Looks like you could have been unlucky and tried accessing it each time it was down.

Try it again now and let me know if you're still having problems because it's been up for almost 12 hours straight now  Smiley
