also, most of the time they haven't hit their target funds. so they usually extend the token sale hoping that they can still collect money. but they need to be aggressive in marketing to fulfil such targets. otherwise, even if they extend, they can never reach the amount that they want leading to abandoning the project...

Well in such a market actually it is not surprising that prolong the payment , I myself have this situation and very long waiting for payments , but I guess that when you begin a new bullish trend in the future the situation will be resolved and payment will go stably.

A scam will never pay you and if those bounties will not distribute the amount of tokens that you should be receiving then you are scammed.
Sometimes these extensions are good for the project to push the best out of it but most of them are doing this to reach their quotas and targets.

Well so far as i know if the project extend their bounty campaign they has a problem. Maybe they need more time preparing everything for listing on market. Another problem is their goals of ICO is not reached yet. They need more money from investor to reached their target.
