Checking of white paper ,website is not really enough reason why an ico project should do well and pay bounty hunters . The market conditions affected the ico participation and also the rate of cybercrime with illegal or scam ico in the crypto space got many discourage in participating in ico and there are no fund be raise to enhance the development of the ico project. Most of them for sure is scam,they stop the bounty to run away with investors money,but some of them stopped the project or paused just because they want to prevent the dumping of tokens once it was distributed from the bounty hunters and the investors as well,because of the dipping market and this is the reason of these issues there days

actually things like this are normal in the bounty, but from my experience if a certain bounty is continuously postponed and does not distribute gifts then it is one of the characteristics of a scam project. one of the things you can do is wait and look for other projects that are predicted to be good and make a profit.
