I'm sorry. I don't understand what you mean. What can't open? The withdraw field? It appears in the bottom of the page once you click on the withdraw button.
You might have to click it several times as we are having some lag issues right now. The site is currently down for maintenance but you can try once it's back up.
If something still doesn't work you should leave a support ticket. The support tickets are checked more often than the bitcointalk thread.

After we updated our database we had some issues and we are now working on them.
We need some more hours to get fully back online
We had to freeze all withdraws until everything is handled because we have to check that all balances are right.
Your coins are safe!
Please don’t try to withdraw or trade because this will slow us down.
