ICO's are conducted to attract investors to the project, this investors purchase the tokens with the intention of selling when it gets listed at a profit. Its quite disheartening, that the project ends up listing below the ICO price which is spelt as loss for the investors. It only implies that the investors have to hold the tokens for a longer period and wait for the project to get on it feet.

I myself don't really understand the situation, but for what I understand, maybe they are developing a strategy or making an attractive platform to break the market so that big investors are interested in joining the project.
