Since the Lazarus group are moving around Bitcoins (I am pretty sure they are using Privacy coins like monero too) why haven't they sanctioned or banned Bitcoin yet?

why stop?
it's part of their marketing strategy and if they keep on doing it it's probably because they see value and return or it, or are gratefull for the bitcointalk community but I think it is more the former.

I do not understand your position on how you concluded that there is no benefit from the competitions they conduct and that they must stop doing so and look for alternative marketing plans, even though these campaigns have been held for years and huge budgets are allocated to them, which confirms their effectiveness. As far as I know, Roobet does not conduct any marketing campaigns outside the forum, and all (or most) of its strategy depends on the bitcointalk community. I agree with you in suggesting that they can diversify advertising plans, but not by changing a successful one.

I don't know where you got the idea that this contest from roobet.com is not profitable. My response is that it can be profitable or it may not be. I'm not saying this just because I'm always one of the participants in this contest. I believe it's profitable because why else would this contest have still running for more than three years (if I'm not mistaken)? If it weren't for this contest I probably wouldn't still be playing on roobet.com.

That contest makes Roobet still known here in the forum and it’s a big help aside from their signature campaign and I agree that if its not profitable or beneficial for Roobet, then they should’ve stop it. If it is official collaboration, Roobet team already announced about it. I believe it is an effort from another team, try to use Roobet brand to milk money from investors with their meme token.

I know your intention in giving this advice has good intentions but let's see Roobet is still marketing the platform in this way and that means the platform is still making a profit from the contest.
It is impossible for a platform to spend money continuously if it does not get any profit and this is just thinking logically.

With this contest, I still remember that I had invited more than 5 people to join the contest, even though they couldn't get prizes from the contest, but in fact some of these people still persisted in betting on this platform because these people were comfortable with the existing features.

In conclusion, from this contest there are many newcomers who are interested in joining and not all newcomers who lose in the contest will just leave, but most of them will continue to bet on Roobet.

Seems the update is live. As far as I noticed the changes was on the users rewards program. They added rank-up bonus and lot of cool features.

I was expecting something else, but as a Roobet player I enjoyed. Accordingly to support, it is now rewarding more than 2x than the old reward system.

At a certain time, there were platforms that ran advertising campaigns only through the forum through signature campaigns and competitions. When there was a lot of traffic, the forum alone was sufficient to achieve the desired results of the marketing strategy. But this has declined significantly, and almost all that remains is Roobet that is adopting this strategy and which is certain to achieve the desired results.

I very much agree with all that you have said, and to add, I would say that roobet actually used to be one of the most popular casinos on this forum, since they were running signature campaign with atleast, moderate number of participants, and at the same time, held art contest from time to time which really promoted their brand to several people across and outside this forum.

But immediately they stopped the contests, and wenr further with reducing the number of participants in their signature ad campaign, it appeared like the casino went under, as right now, many gamblers can't or may not even remember that roobet is still here, like aside come across this thread, I didn't actually remember roobet at all, since their signature ad is hardly seen around this forum.
