Chelsea started their game against Norwich very quickly and got ahead by 1-0 already in the 3rd minute. And they are 2-0 ahead now. As many people expected, they took control of the game earlier in this and they will win a comfortable victory here most probably too. This probable victory will help them get stronger in their current position in the standings. And I see Lukaku in the subs in this game. I wonder if Tuchel wanted to make him rest for this game. Or is there a problem between them? This is the second time in a row that he is on the bench.

Chelsea will dominate and win easily in this match. Their condition in performance and the strength of the players are completely different which makes this easy.

Chelsea is hit incredibly hard by the sanctions. They cannot sign players, they cannot even offer new contracts to players whose contracts are expiring - meaning that 3 of their defenders are surely leaving at the end of the season.

If Abramovič sells the club on time the restrictions will be lifted but these things usually take a lot of time - due dilligence in such cases can last more than a year.

Anyway, this will impact Chelsea in the long term - I really don't feel they can be a top 4 team anymore under these restrictions.

I don't think it's all that tragic. Abramovich will find a way to cut his ties with the club quickly. I remember when the US imposed personal sanctions against another Russian oligarch (several years ago) Deripaska, it affected his aluminum smelters. Within a few days, he got rid of control over these plants and thus they got out of sanctions. Something similar will happen here, I'm sure.

And Mason Mount impressed people by his great half performance. He scored a goal and made an assist also. I wonder if we will see Lukaku in the place of Havertz in the second half.

Seems like Chelsea is back on track after the week phase they had a couple of weeks ago. For now I don't really expect the new rules for Chelsea to have any severe impact, but what is going to happen next season? Right now they are not even allowed to make any transfers. Their squad isn't bad or anything, but Tuchel won't be able to tweak the squad in certain positions where he believes it might be necessary.

Of course playing against Norwich as a way for Chelsea to recover all that has been missed. With a score of 2:1 at the moment, there's still plenty of time left. I think this game is in the hands of Chelsea. But there was a good game, Pukki got the chance to score in the 70th minute which still had a chance. Chelsea must qualify and do not let the goals increase to a draw.

Not surprising to see them losing with a large score their record this season is really poor, only one win in the last 15 games in the premiere league not to mention that wolves are a solid team as for newcastle game the game is not over yet i think southampton can still get a point in this game.

Wolves are really on a rampage now after the previous few matches always looking sluggish
For Chelsea I'm not too doubtful about that but I'm still hopeful about Newcastle now even though the temporary advantage can still be maintained but it's not final because there's still quite a lot of time left there.
if indeed Newastle can maintain this then I think this will be quite good and indeed this is a very good thing for the richest team at the moment

In the Premier League it is always difficult to predict the number of goals that the games will have. Because the teams, said to be smaller, sometimes play fantastic games and surprise everyone, with well-played games that sometimes even lead them to victory.

Of course I'm not seeing that happen in this game. I think Chelsea will beat Norwich with some peace of mind. Maybe 2 or 3 goals apart.

That is mainly about the money if you ask me. The money is given out to the teams in the lower leagues fairly equally, and they all get a good amount of money for being there as well. So that means the top 3 to 4 divisions are filled with clubs who get a decent amount of money.

This makes sure that only the great ones survive, unless a team is having some financial trouble, or a management issue, basically something out of regular ordinary day, then even the worst team on a premier league club makes more money than some champions of some leagues. That difference makes sure that clubs are great, I mean how many leagues champions earn as much as what the team that wins the championship division makes? That's the biggest difference.

We are watching a different half for Norwich this time. Norwich are playing at nearly the same level with Chelsea now. And this effort brought them the goal in the 69th minute by a penalty. T. Pukki scored the hope bringer for them. But I still don't think that this will change anything for Chelsea. I believe they will score another goal and become relieved finally. Because we are in the last ten minutes of the match now and and Chelsea are still in danger as the score is stuck at 2-1. It would be a big disappointment for them if they lose points somehow.

Currently, 28th round is under progress but after looking these results from Norwich and Watford I am feeling these two teams are already prepared for relegation because these both teams having the worst record in last few matches with no chance of recovery in next ten matches. For third team we have some good competition even here Burnley is hot favorite, but Leeds United is also can go through in this way with their worst run in last five matches where they completely fail to have any positive result.
 
After staying at bottom now Newcastle United are improving very good with today they have very good lead against Southampton after conceding early goal now they are in safe zone and heading for middle of league table. Aston Villa leading by 0 - 2 against Leeds United mean their chances of survival are not good in this season.

Chelsea had a incredible performance in the first half. Despite not giving the opposition chance for a possible goal. Chelsea are expecting more goals in the second half of the game, I'm expecting like a 4-0 win for Chelsea. Norwich don't have what it takes to beat Chelsea or do a come-back in the second half. Let Norwich just play a defensive game in the second or else, they would be looking forward to concede more goals in the second half despite been at home.

No doubt, Chelsea performance in the first half of the game was impressive. They dominated, while Norwich City couldn't withstand the pressure. But fortunately Norwich got a penalty kick in the second half, which they didn't hesitate to score. However, the game is about to win, and the score is 1-2, Chelsea haven't been able to secure any goal in the second half. But, they still have high possibility of winning. I just hope Norwich end up equalizing the score.

According to media reports, Abramovich is not permitted to sell the club at this point. I read that sanctions prevent the sale of the club as well.

As described in the NY Times: "Abramovich’s plans to sell the team were now untenable, and on hold; the club was forbidden from selling tickets or merchandise, lest any of the money feed back to its owner; and the team was prohibited — for the moment — from acquiring or selling players..."

Yes, Chelsea will not be the same no matter what happens next. The sanctions will severely restrict the club's spending and seriously undermine its ability to operate at the same level it has for the past twenty years. No doubt about it.

With the current form of Chelsea now top three spots are already settled in Premier League first two for Manchester City and Liverpool third for Chelsea and now fight is going on for remaining fourth spot here we have few teams which are giving their best, but we have to wait for this final result because currently Arsenal, Manchester United, Tottenham and West Ham all have equal chance for grab of this spot nothing is sure with their current form most chances Arsenal and Tottenham are favourite but still 10 rounds remaining, so anything is possible.

In next match, Tottenham is going to face Manchester United at Old Trafford which is very crucial for their chances of going to fourth spot. And Arsenal is going to face Leicester City, let's wait and watch what happen with these both favorite teams in this round.

What keeps amusing about Norwich is, whenever they manage to qualify for the premier league for the season, they will end up being relegated. Now that they are at the bottom of the premier league, will they escape the relegation zone this season? The answer will be no.
The kind of level players they have is not capable enough to keep them to the next season of the premier league.  
I expect to see Norwich next upper season with new quality players that are eager to keep them going on the premier league table

Just like an anchor on the sea bed, Norwich is now settled on the bottom of the EPL table, relegation is sure for them now just like Watford. One more club for relegation and Everton, Burnley and leeds are looking like the candidates, even not too safe for Brentford. Games this weekend i think will determine who goes relegated are the Brentford vs Burnley,  Leeds vs Norwich, Southampton vs Watford. Everton is not a team i'll like to see relegated, so hopefully they should win their game against the Wolves.

What Chelsea can and cannot do under sanction

They can:

    Pay the wages, allowances and pensions of all employees of the Club, including players, coaching, corporate and administrative staff

    Pay fees, dividends or other allowances to directors of the Club except Roman

    Continue the payment necessary for the ongoing regular maintenance of the Club and the Club’s grounds, including rates, council tax, other taxes, insurance building safety inspection costs, energy costs and other maintenance costs associated with the maintenance of the Club’s ground and training grounds

    Pay reasonable costs of travel to and from fixtures for players and essential staff including costs for security staff, travel agencies or contractors. These costs include travel, accommodation and subsistence costs, but may not exceed £20,000 per game

    Make payments for the hosting of fixtures, including security, stewarding, emergency services and catering, not exceeding the value of £500,000 per fixture

    Sell food and drink at Stamford Bridge during fixtures

    Continue to make inter-club payments for existing player loan and sale agreements

    Receive payments from match broadcasts

    Receive fees from EFA, PL, and UEFA for league performance

    Continue to sell existing merchandise through third parties (eg Nike) where they already have a contract

    Be sold to a new owner with a special dispensation, provided Roman does not benefit financially from it

They cannot:

    Sell merchandise through the Chelsea physical or online stores

    Produce new merchandise unless there was an existing agreement per-sanction

    Sell new tickets to home or away matches. Existing ticket holders can continue to attend, including season ticket holders and those who have already purchased a ticket

    Pay for new stadium capital works or refurbishments

    Buy, sell, loan, transfer, or otherwise enter any agreement for players (current players cannot be re-contracted, and new players cannot be bought)

    Sign or re-contract sponsorships

The key part in the license: "Any funds which the Club receives must be frozen due to the asset freeze on (Roman)". While Chelsea will continue to receive revenue from existing agreements, they cannot use it.

The current license to operate is effective immediately until May, after which it expires. It can be reviewed and renewed again.

tl;dr existing contracts will be honored, incoming funds will be frozen. They cannot enter any NEW financial agreements. The license will be reviewed again in May. Roman can still sell Chelsea under special dispensation but he cannot profit from it - effectively a 3B loss. If Roman doesn't sell and Chelsea runs out of money, they will go into administration.

There is something magical going on at Newcastle. A while ago it looked hopeless, but since the takeover by that rich sheik, something magical has arisen. They have of course already been able to bring in a few good players, but they are now continuing to string together the points. A while ago they really had to fight against relegation, but that seems to be one less worry now.
