As for Chelsea, I think what the article is talking about is that, they've already secured a place in the UEFA European competition for next season, between Europa League and Europa conference league, but only can be determined after the game between Manchester City and Manchester United during the FA cup finals, because if Manchester United should win  the FA cup, I think they would be securing a place in the Europa League, then the other spot will be occupied by Chelsea in the Europa conference League, but if Manchester United loses, they will be going for Europa conference league, while Chelsea will go for the Europa League.

Actually, it depends from which point of view we look at it. But what is clear is that Man City has succeeded in setting a new record in the Premier League by winning consecutive championship titles for 4 seasons. for some people this may seem boring. And reminds us of Bayern Munich's dominance in the Bundesliga over the past few seasons. But there the boredom was eradicated thanks to Leverkusen who surprised everyone with their unbeaten record there and finished in 1st place.

Maybe next season there will be a team that can also make the Premier League finally have a new champion besides Man City. This season has seen some fierce competition in the premier league. Nothing surprising given Kroenke's trust in Arteta to rebuild the club with large sums of money and arteta has brought a lot of players since a few years ago, but it is still not comparable to Manchester City at the moment. It means guardiola's level is still above arteta at this moment. Manchester City once again backstabs Arsenal. I am also following this for long time and now most chances we will be having some positive movement in 2025 even still we have no good chance of all things could be sorted out because money is having his huge impact and Manchester City owners are doing good job for their own to have used their sources and influence for taking lengthy time which give them good relief, and they could be able to win this title once more.
