Curacao can not determine anything. In Germany, the law on gambling comes into force in the summer, so for now the sites have the right to work without a license on the German market

In other gambling sites using VPN is not prohibited, I think it should not differ a lot as VPN is for privacy purposes only, unless that is use to access the site even though your country is listed as not supported or accepted by the site. As long as you can prove your location with the KYC requirement, I think you can do that, but who would love to inconvenience in our busy lives?

I'm not super sure of this, but I think the reason why a player could run into trouble from using VPNs is the possibility that there is/are account(s) that also uses the same VPN having the same IP (free VPNs), so the system might detect the accounts as multi-accounts.
If you don't want to be on this kind of trouble in the future, better use paid VPN services than those that are free.

For example Stake.com does accept German customers too and they have the same license.
And betchaser.com has also the same license and even the exact same odds provider as you do, and they allow Germans too.

So are you willing to remove Germany as a forbidden country from your Terms please? I think that would be good news for all German residents and give you access to 83 million possible new customers. It would not be breaking any rules as far as I think.
