Losses in gamble cant really be blamed off into others yet its your money and its your own decision that you had made.

Of course, we can't shift the blame for the loss of money due to losing in gambling to other people. However, it is worth remembering that if in the country people has very small salaries and casinos are located in easy access, then this pushes they  to try their luck and try to earn a lot of money on gambling to improve their lives..
As a rule, when people have a normal income, they go to the casino from time to time to tickle their nerves.

I went to the site the OP linked and it seems that China is not included in that list because we all know how illegal gambling is in China. What country is listed that might be related to China is Macau which is listed as the most country which gamble the most. Based on the site, it generates 50% of the autonomous region of China.

Gambling is illegal in mainland China only. But even that has some exception because the state itself is running lotteries and Chinese citizens are of course allowed to gamble in those.

Moreover, Hong Kong and Macau are Chinese territories and gambling is legal there. Chinese citizens who wish to gamble in casinos don't have to go abroad in order do it. They could just travel to other Chinese places.

The same with Chinese businessmen who are in the gambling industry. They don't have to do business outside China. They are legally allowed to operate gambling casinos in other parts of China.

I feel like this is a hard task for the government since they cannot control every action of gamblers. Once a gambler becomes addicted to it, they can commit a crime to satisfy their addiction. Also, gamblers would not admit they are already addicted to it and would not want to be rehabilitated. I don't know if this kind of thing really works but maybe, they can start by organizing something that would educate people of different ages about gambling and addiction.

In this pandemic, if the government wants to get income from the gambling industries, they need to use many things, especially to control people who will come to the casino. I am not good with taxes but as far as I know there are taxes for domestic and resident foreign corporations. The countries get some taxes from those even though they are functioning to other countries but what I am not sure of is that if how does it work in their case. Macau is part of China but they are allowing gambling, that also doesn't make sense.

Chine have Macau, right? Even though it is under China, they allowed or regulated gambling there that, as I've said generated 50% of the revenue of the said region. Maybe they have rules about it. In our country a lot of POGOs are operating and most of these people are from China. I think our country and China have their benefits from it.

The reason that we are talking about the countries which gamble the most means we are talking about countries and that is the reason Australia tops it all. Chine is the Number 2 in the Gaining list though wasn't listed in the Losers so the country is there and not for totally banning.

and 1 thing is the List was created and provided in 2017-2018 meaning 2-3 years from our time now ,there are many changes for Sure .
