Has this been solved BTW? if not, I would try disabling extension/s (if any) as sometimes it could break some pages. If you were on VPN, try to disable it as well or change servers. 

Otherwise, I'd try to isolate the problem by trying on a different browser/device/internet connection.

I know you've switched browser but
Have you checked the chrome  browser again to see  if it's still persistence, if not, disable  your browser  cache ,if it still exist then go to the console see if there're any errors  causing the spinner not to stop on the chrome browse.

I also experienced the same problem with my Chrome, in the end i found a solution by deleting my entire Chrome application, and then reinstalling it. And voila, all problems solved.

To delete my entire Chrome application, i used the Revo Uninstaller application, which allows us to delete an application cleanly, and can even back up the application data that will be deleted, for example the data in Chrome can be backed up.
