you can create ~/.bitcoin/bitcoin.conf yourself it doesn't have to exist by default
for examples, i'd check the bitcoin core configuration documentation, some guy listed link to it

We know that happens sometimes. So meanwhile, consider do more reporting and tag such account.

Anyway, we're on "cat-and-mouse game" stage. Those account farmer will create new account and probably spam technical board again, despite their post more likely to be reported and their account got tagged.
