Semler Scientific has adopted a three-year plan to increase its strategic reserve of Bitcoin, tweeting that it will purchase 105,000 Bitcoins by 2027. It has a three-year plan to keep 10,000 bitcoins in strategic reserves by 2025, increase to 42,000 in 2026, and reserve 105 in strategic reserves by 2027.

The Texas Governor Abbott Gregg still has Six days left to sign the SB 21 bill into law.  We should be expecting a positive responses from the Governor about the bill this week. There is still every tendency that the Texas Governor will  sign the SB21 Bill into law due to his passion and support for Bitcoin in his state and he has also assured concern citizens of the state that he is going to sign the SB21 into law. So definitely it's going to happen in a few days Time.

At this point, Governor Greg Abbott has no choice but to sign it, or it automatically becomes a law after the countdown elapses. The worry ended at the Texas House when the House approved the SB 21 bill (the Texas Strategic Bitcoin Reserve and Investment Act). Excluding Sundays, the governor has just 10 days to sign it, or it automatically becomes a law. But of course, unless the legislature adjourned, which might extend it to 20 days. Either way, it will be vetoed if not signed, it's a matter of time.

The good news is that this might have a further good effect, as it motivates other states of the US, and this in turn motivates many other states in other countries as well. I can't wait for the pro-crypto states like Florida and Wyoming to join soon.

This kind of law was embedded in Texas Constitution to  give power to the legislative arms to enact law and also reduces the power of the Governor to an extend. I think it's a fair distribution of powers between the executive and the legislative arms of government. With this kind of law in Texas,I am confident that the SB 21 bill will become law without the Governor approval.

Secondly what I still don't understand is why Governor Greg Abbott is finding it difficult to sign the SB21 into law, he has always been a supporter of bitcoin in Texas in the US. After standing to support the SB 21 bill in his state,I was expecting a quick response from him once the Bill was forwarded to his desk. I hope he will come up with a convincing reason why he had delayed in signing the SB21 Bill into law.

Joe Burnett is doing a good job as a Bitcoin promoter in twitter and YouTube so this will be a good signup to add to the advertisement department of the company. You may have a good product but you need visibility and guys like this help in this aspect. He is also decently knowledgeable on economics and BTC. I recommend his channel. If I had a Bitcoin treasury company I would sign up Mathew Kratters which has another good channel and twitter profile and is very knowledgeable on the technical aspect of BTC. These profiles will become desirable to sign for your Bitcoin treasury strategy. As far as Semler's price per share, I think it's very undervalued at current mNAV and I think they will do well if they can start picking up traction.

The last date to sign SB21 is June 22.



The deadline to sign SB21 is June 22th, but Governor Abbott did not sign it, although he signed 300 bills but did not sign the Bitcoin Strategic Reserves bill. But according to the Texas Constitution, if he doesn't sign the bill, it automatically becomes a bill. So it means SB 21 is going to automatically become a Texas bill.

Arizona second Bitcoin Reserve House Bill 2324(HB 2324) has Passes the Senate on Thursday by a voting 16-14 margin and would be heading for the Final votes in the house.The HB2324 Bill was reconsider and brought back to the floor through series of procedural filled by both chambers. The Bill if passed and approved by both arms(legislative and executive) of government will allow the state to create a Bitcoin and Digital Assets Reserve Fund overseen by the state treasurer. The fund would manage digital assets seized in criminal investigations, with options to store them in state-approved wallets.

Earlier last month, Governor Katie Hobbs signed the Bitcoin reserve House Bill 2749 into law but looks like she will be expected to signed the HB2324 Bill once it's passes the final vote in the house, I am certain she wouldn't Vetoed the Bill,let's hope for the best.

The House Bill 2749 and HB 2324 are two separate Bitcoin Reserve Bill in Arizona,so we don't get confused.

Texas passes SBT

The Texas Strategic Bitcoin Reserve bill has been signed into law by Governor Greg Abbott, enabling state investments in $BTC.



The SB21 bill was presented to the Texas Governor for signature on June 1, 2025, but Greg Abbott did not sign the bill for 20 long days. However, the condition states that if the governor did not approve the bill, it would automatically be ratified into the Texas Constitution. But on June 21, Governor Greg Abbott signed the bill into law, and now Bitcoin has received full approval.

With the SB21 signed into law by Governor Greg Abbott will now authorize the state to invest in any crypto assets with a market capitalization of a least $500 Billion and only Bitcoin meets this requirement for now which means the state of Texas will be investing hugely on Bitcoin alone.

Secondly,Governor Greg Abbott also signed the house Bill 4488(HB4488) into law as well.This bill was created and signed into law by the Governor to protect selected state funds, including any Bitcoin reserve created outside the state treasury, from being swept into general revenue.

Governor Greg Abbott is a genius,after signing the SB21 into law,he went further to signed the HB4488 into law to protect the Bitcoin strategic Reserve.

I think that strategic Bitcoin is spreading not only in Europe but also all over the world. Now Bitcoin is one of the digital currencies. Not only European MPs, but also MPs and ministers in many countries of Asia and the African continent are working on Bitcoin. So that it is much easier to transfer money from their country to another country. Many countries in Europe have paid attention to strategic reserves in Bitcoin. One example of this is MP Sarah Nafo saying yes to a strategic national reserve of Bitcoin instead of a digital euro.

I think that strategic Bitcoin is spreading not only in Europe but also all over the world. Now Bitcoin is one of the digital currencies. In Africa, where I reside, the biggest players in the crypto industry are Nigeria and South Africa. None of these countries' parliamentarians has come up with a bill to establish a Bitcoin reserve.  The Central Bank of both countries has kept on warning the government against setting up these reserves.

But I know that Africans usually copy policies from the US and other developed nations. Immediately the reserve policy is implemented in the US, Africa would definitely come on board.

Corporate adoption of Bitcoin as a strategic Treasury is growing high.Investing $1Billion on Bitcoin is huge for a merger financial company like ProCap  but it's quite an attractive figures for a combined financial firms that's ready to generate and make good profits and choosing Bitcoin as the most preferred asset to navigate all of this funds into investment is the best decision in the right direction. Although ProCap Financial never mentioned the number of years there are planning on holding bitcoin to generate profits ,it will be wise if they are going to hold for a longer period of 10years or more.

Without knowing how much the individual opinions matter, there tends to be influences on a variety of governmental levels that vary from locally to higher levels within the European Union just like any of the various places around the world, and so of course there is a lot of back and forth sharing of information, and many of us likely know that there is a lot of information asymmetry, and there continue to be so many folks who don't really know about bitcoin, even though they heard the word "bitcoin," and many of them might believe that they know bitcoin or that they know bitcoin "good enough" in order to arrive at various conclusions about what it is, its purpose in the world and even its purpose within the lives finances of individuals, institutions and/or governments, and yeah, sure if they are making decisions for institutions and/or governments, then their choices have more ramifications and they may well be incentivized to learn about bitcoin.

So there is the dynamic of individuals learning about it, yet there is the dynamic regarding various ways that bitcoin is continuing to grow and to be adopted, which I am not even proclaim that it is advantageous for so much of a seeming trend of institutions and governments concluding that it is in their best interest to create bitcoin treasuries and to engage in practices to accumulate and/or to hoard bitcoin.

So, even if some of us would prefer a bit more of a grassroots and individual adoption to advance prior to such advancement of institutions and governments into the space, we can still recognize and appreciate that we are still in relatively early days since there are quite a few institutions and governments that are still failing/refusing to act positively towards bitcoin, and even seeming to battle against bitcoin.

There seems to be questions regarding how long it is going to take for various aspects of the European Union to warm up to bitcoin, or will they continue to fight bitcoin forever into the future.  I am not going to claim to know, even though surely some of the seemingly ignorant battles (battles against bitcoin based on ignorance) seem to provide evidence regarding how early we continue to be, and surely on individual levels we are likely advantaged in the short-term in regards to the various ways that bitcoin is held down so that we have more time to accumulate bitcoin at cheaper and seemingly obviously underappreciated prices.
