Well, this is why you should not just trust casino licenses but check for recent reviews from organic gamblers on their platforms, not from social media influencers who may be paid by the casino to help bring gamblers to their platform.
... the fact that they went through a process where they gave their company details and the people behind the business.

If their information is correct, it should be easy for the law to go after them, but why is there no news about that, especially those casinos that have scammed people in the forum?
This is a very big and important question because the details they submitted, which I expect should have personal information that is verified, should be an easy way to trace the individuals behind a scam casino, but nothing ever happens.

Could it mean that these licenses are issued to people interested in opening their own casino without any verification whatsoever?

It's why people would prefer to consider using casinos with valid license with reasons like if anything happen bad, they or someone else can sue that gambling business. It's kind of belief a casino license gives to their customers but it's clearly that a license does not guarantee anything at all.

License can be a first factor to consider but a gambling business reputation is very important, even more important. It's more easily to choose a casino with many years of operation in this competitiveness with a good reputation. If the casino ownership does not change hands, it's unlikely that casino will change from a good casino to a bad one and scam their users.
