I believe you actually asked a reasonable question, most especially for players that like betting with a smaller amounts. Some players might not really be comfortable with spending over $50 and start gambling with it just because they want to qualify for the promotion. So I think there should be other choices available for smaller players too.  That can enable more of their user to benefit from the offer without having to risk more than what they can handle.
