this is not the portability, this "crutch" for portability.
at the real portability is not necessary to create shortcuts.
you just need to copy the folder with wallet and carry it wherever you go and wallet will work with this folder also.

Portable version - this is when all the data (and wallet) are stored next to the exe file in the same folder, but not in Roaming.
More a portable program does not prescribe anything in registry, and saves settings and other in the settings file ...

The issue with a portable version as you described with the blockchain, wallet, and exe in the same directory, on a Windows machine would require elevated access.  This could open the wallet to many vulnerabilities. 

The newer Windows do not allow user accounts to modify files in the Program Files directories.

The idea of having your wallet exe and data on a usb stick to take with you sounds like a convenient way... however, it is a very insecure way.  If you want portable USB, there are hardware wallets that are designed exactly for this type of portability,

I run Diamond version v2.1.0.3 which got stuck some time ago, so I deleted the blockchain and wanted to re-download, but now I got stuck even further in time at 136499 block.

the last time I used Bitcoin Core year ago and there was a run through a shortcut.
The current size of the blocks in the Bitcoin Core is too large, it would be this heavy wallet someone used.
Most users prefer a light version of electrum.
But once again, for those who know there is no difference between wallet running through the shortcut or use the direct launch exe file.
In the DMD wallet we have these two regimes, and they work fine.
In any case, after the transition to the new code 3.0, we will see other options and functionality.

Never interested messengers that require input a telephone number when registering..
much more convenient to use completely anonymous and secure messengers without intermediaries in the form of a server.
