There is no specific lowest value, but it will never go below median time of last 1008 blocks. That is if it is 36 seconds than at least 504 levels were completed in less than 36 seconds.

I think there must be an option to let the player finish his try, even if the current block is already solved and he won't get any reward. Sudden level switch is a bit annoying, especially when the coin is a millimeter away. However, player should know that current block is solved, some notification would be great.

Oups, forgot to update OP. motocoin-win.7z is latest. Only difference is that it will display you error if game couldn't start for some reason. Otherwise they are the same.

It is changed every 1008 blocks. It shoulld be every 3.5 days but now it is much faster because blocks are mined too fast.
