So you let the price drop a little on the small exchange, but not too much because people wont buy on major exchange, but still allows you to buy up more scared money. then you get people to vote for it to be on mintpal and come Monday your on mintpal and watch it skyrocket. then on Wednesday you sell. easy quick money. Thats a successful pump and dump. 3x's your money in 3 days.
