2 chances i see:
-This is a pump for dump these fracs that was bought for 30k+, and so it can be huge
-This is some sort of inside and someone is making lot of fracs to run tothemoon.

There's no central fund yet for advertising as far as I know, so it's probably best to fund each campaign as it comes along.
