Of course, the total net hashrate. Not the hashrate of a single pool.
In the past, before the latest developments, the reward was under 1 when the net hashrate was above 80 mh/s.
Now with even more than 200 Mh/s the reward is much higher.
By the way, the reward is a reaction on the hashrate of a little time before.
If the hashrate goes up suddenly it takes a little time until the reward is reduced.
Same the other way.

How is it possible, that only this miner is able to mine blocks in between other PoW blocks, and pretty much always violates the 2 PoS block between 2 PoW blocks?

sure, you can use its processor to mine magi coins. you will in fact be able to get some. probably wont be worth it if u compare the earning to the cost of electricity though. suit yourself though.

1. Had wallet v1.3.1 not wanting to POS, tried to send to Bittrex, payment stucked with 0 confirmations.
2. delited database, got error blok index,
3. downloaded newer v1.4 wallet, waited to sync, shows only 10 XMG
4. in transactions there are all transactions except of stocked one

Sorry, maybe it was not clear enough. I was in rush to post it quickly so that the time discrepancy could be noticed.
Latest block mined at "Date/Time   2017-10-12 21:12:33", when it was just 21:09 (when I posted).
This block violates the PoW/PoS/PoS/PoW sequence by coming right after another PoW block before *actual* 10 minutes have elapsed (but did elapse per *block datetime*, which *claims* to be some minutes in the future from actual present time).
This situation happens for the same miner constantly:
