my wallet is also encrypted and i don't have those problems, just save your wallet.dat delete everything else and redownload the wallet

You create LTCD.conf file and added it to Current User-AppData-Roaming-LTCD Wallet folder?

Make in notepad txt file paste in it that :

I have not connection issue. I am connect. I mean now that I locked my wallet in there a button or something like that to unlock wallet?
