This can be caused if your IP is listed as VPN or proxy IP but you better contact the faucet owner with your IP details.

I don't think any of the normal faucet user even look at the donation address if faucet have listed in their faucet. And even if someone look at it they will just ignore it, the one who are just visiting faucets to claim bitcoin of less than a penny amount can't even pay transaction fee associated while sending donation amount. I think what those government mean to say by cashless world is using electronic banking systems which we have from decades and are controlled by banks and governments.
