i think this could be easily solved using a form on a login page. You just click on "my account was hacked"
Then you enter your username, your registered address and the page tells you to write today's date and sign the message.
This could be easily checked, maybe even automatically if someone uses a script like brainwallet's website.
If the message verifies successfully, you are redirect to a set a new password page
Bottom line is: Automation.

What about the profiles sending those merits ? Aren't they also breaking forum rules?
Of-course they are however looking at those sent merits, it seems those users will easily come up with one of this story I can think of. Then I have to chit-chat with them back and forth, they will throw shits to me to humiliate me. I have faced all of these in past and I am tired of these throwing shits to one another. But it still makes me feel sick when I see activities from the user mentioned on the OP.

1) Allow forum moderators to penalize users by revoking signature display rights for a month for poor posting habits.
- We have talked about it before if my memory is serving me right. 2) Penalize bounty campaigns and ICO's that use bumping by shit-posting by displaying their thread permanently on page 10 or a special penalty page which reduces the size of their images and fonts.
That sounds an interesting proposal LOL however, isn't it gonna create extra loads for the mods/admins? They are already overloaded with tasks I am sure. We need a solution which can reduce the loads they have on them now. 3) Provide preferential listing on page 1 for ICO's and Bounty campaigns that pay to be listed there. Rather than paying an army of shills they could be paying bitcointalk to be listed on the first (featured) page.
May be a good idea. But not sure about the feasibility of the proposal. PS: These are my views only, others will definitely have different views on your proposal.
