They could be legit but i'm investigating right now. A lot of em have the same behaviour, they got many referrals in a short period of time, they all registered in the last days.. + My faucet got emptied last days so i'm gonna check for those addresses. You should be careful to ban users just because they have a lot of referrals. You could be punishing someone because he/she did a lot of work/made an effort to find referrals.

The "AnsiString(#13#10)" is a linebreak. I assume that there is no linebreak after " million" in your example. Did you try removing it?
