Then set P7 state to 1408@900mV and P6 to 1560@900mV with OverdriveNtool. Mem P3 to 1150@900mV

I tried even 1700/1200 with my liquid vega64, max I've got was 2180h/s Mem clocked higher than 1150 seems to produce fake hashrate due to compute errors.

I currently use hw64_559_3270 ... didn't try most recent yet. Make sure that other stuff isn't responsible for hashrate drop. It can be windows power saver options or other hardware related utilities (like nvidia utilities in task scheduler in my case before)
