Accelerators mean there are at least some custom blocks for crypto in there. I'm going to side with you and say they are just terrible engineers and couldn't find a way to get 100MH/J equivalent out of their reserved SHA2 resources. That or they reserved just a few thousand transistors for SHA2 because having the best in class performance should be reserved for real winners like BFL.
Have you considered the fact that SHA-2 in THEIR application may not require the ultimate in efficiency and even speed? 30Gbps is smoking fast for most SHA-2 applications outside of Bitcoin, and 20 watts is comparatively low-powered. I'm sure they see no reason to spend hundreds of man-hours on optimizing a small part of the overall chip design when the application that it is intended for is bottlenecked by other unrelated factors.

I've done one, but I would avoid eBay like the plague for such things. They are almost certainly scams. Mine was a little hassle because BFL was moving CRM systems and there was some miscommunication, but it got worked out.
If you end up getting a pre-order from someone, be patient because BFL isn't known to respond in a reasonable amount of time. Just send them the new shipping address. (Actually, have the original buyer do that so that they don't think you are trying to scam them).

I sense it troubling that Bitcoinica has not made attempt to recover the funds, according to Zhou. How sound is the company atm? how much resolution do they have to keep the door open and return all funds to customers? what's holding them back? Is there any rancor left between Zhou and Bitcoinica, as result of the previous hacking fiasco? Zhou sold a business (defective, imo) for big bucks to the new owner(s), who is left holding the bag. Zhou has the money, he has/had the reputation, he is a perfect target to get money from. Call the Interpol. (Maybe Libertarianism doesn't work after all ) +1 CALL THE COPS NOW
