Ранее xandry предположил, что локальные модераторы будут иметь больше прав на обновлённом форуме. Права банить лишены в принципе все локальные модераторы, мы не исключение. Эту возможность у админов запрашивали уже очень много раз, да и для них самих выделять специально время на просмотр запросов на бан скорее обременительно, поэтому, на сколько я понимаю, по большей части баны выдают глобальные модераторы. В феврале кстати один из них отвечал в служебном разделе на очередной запрос о праве банить, что эта функциональность заложена в Epocthalk's API, то есть предположительно банить мы сможем лишь на новом форуме. Так что вроде как ждём. Но, кхм... когда его уже запустят наконец - большой вопрос.
tor676 не единичный пример, но, ИМХО, тут имеет место быть не только какие-то технические сложности в выдаче права банить, но и некая бюрократия. Чем больше репортов на пользователя, тем лучше, ведь второго такого же персонажа - gagik забанили же всё-таки, хоть и спустя месяцы запросов на его бан.
Возможно, что Bitcointalk обновят в ноябре 2019, к 10-летию сайта. |

I can agree with your first input but not the second one, violated rule is a violation regardless of when it happened. The fact is that the forum rule #33 about plagiarism was added only in mid-2016.
