If you reduced the 20 000€ total AFTER his 'defamation campaign' started, then you need to show where h4ns is lying for it to be defamation in the first place. You both agree that you were supposed to refund him 210€ so where is the lie?

This might be worth looking at as 4 seconds when reporting certain types of spam can be annoying for the reporter, and deter them from reporting. I know there's tools out there such as Suchmoon's where you can add reports to queues, but having it natively within the forum so there's not such a wait. I think anyone over 5000+ good reports should be only limited to a 1 second cool down. Then, that will likely prevent too many errors/requests, and still not interrupt with reporting.

Ideally I would keep it on a queue with a dynamic index refreshing about once per half second and loop through the unsubmitted reports.

It is definitely annoying when I have to post something and need to either wait for the queue to finish submitting or for the window where I can sneak a post in before I submit a new report. Sometimes, I'll have blocks of several scores of minutes before I can finally actively do anything on the forum. Oh, and:

I immediately asked him to refund my money (September 3rd). But his only reaction was that he closed the tickets of my pending cases which generated an automatic email notification.

September 3rd I refunded 210€ with reducing it from the compensation demand for damage caused bt h4ns's defamation campaign.
h4ns may have asked for a refund on the 3rd of September but this is no indication that the refund was supposed to be on September 3rd. Any kind of point stringent on the date of the refund is that of a deceptive one.

To further designate truthfulness, there is a concept called 'burden of proof'. Some may choose to use the null hypothesis to exemplify a similar point.

We will begin with our baseline point:
P1 - An individual claiming that they are satoshi without evidence is not satoshi.

If P1 is not true, then any individual claiming they are satoshi is satoshi. This is an undesirable outcome, thus P1 is true. If you wish to continue with P1 as false, then allow me to offer an alternative to the next point: P2 - I am satoshi. This presents a burden of proof. After all, believing others' words as if they were reality would be a quick path to doom.

P2 - A message signed with satoshi's keys verifies ownership of the keys and satoshi's cryptographic identity.

P3 - Craig Steven Wright has not signed a message with any of satoshi's keys, Bitcoin-based or not.

P4 - Craig Steven Wright has faked a signed message, claiming to be satoshi.

P5 - Craig Steven Wright has not shifted the burden of proof and has insufficient evidence to prove ownership (partial or full) of the satoshi name.
