Indictment - bitcoin-24.com funds in Commerzbank seized March 25, 2013 Location: Germany
Abstract: In the investigation of the Berlin public prosecutor against the Internet portal www.bitcoin-24.com on suspicion of fraud in connection with the sale of the Internet currency "Bitcoin" seized 2,5kk €.
Bitcoins have been repayed. The seizure of the account has been lifted by the Public Prosecutor's Office in Berlin on May 31st. But they cant pay out until the account in Poland is available.
A little update: A part of FIAT has been paid out. Looks like the first closed exchange that pays out completely.
Main thing I ever see enforced is a loose concept of "scammer" with tags being applied to various users for various reasons which don't seem to be well documented in a conspicuous way / nowhere I've seen in forums explains the exact definition of scammer (comprehensively or otherwise)

SEPA Although the Brits and the Europeans(Tempora ) want the UK out of the EU, they are still bound by banking regulations. If your bank tells you otherwise fucking sue them.

One predictable observation from the stats is that the top 11 countries have a large percentage of their population literate in English.
