Hmm. Not sure if that's normal if it's at that specific block. (that's the PoW end block)
I would just resync from beginning after deleting all files except 2 conf files & wallet.dat.

Worked perfectly for all my MNs so far. None got stuck at block 259200.

its a masternode its not locked

I don't think you can stake and have a masternode on the same wallet instance. Or at least I don't know how to do it. furthermore all coins locked in the masternode can't be used for staking and that I am certain.
