The CEO of wagerr said that initially yes, but only for about 3-4 months .. because the waves still do not have the smart contracts

It's still too early. Do not forget that the waves are only in one big exchange.
The price is probably also a victim of manipulations, adjustments of 10% several times a day bring good money to their authors. That's how the crypto works.  
In my opinion, even $ 20 is low at this stage, but I'm a crypto idealist...
