I bought some RLC too.
The price is underrated at this moment.
I'm relaxed with this one. RLC still need to develop.
Maybe few years.

How will RLC build on top of Ethereum if Ethereum already has problems with network congestion?

this is not surprising because In terms of money, more and more companies will have to switch to blockchain if they want to stay competitive. the blockchain is reliable and understandable and people will use it soon in almost all spheres of life where it's appropriate.

When you use the "iexec deploy", your smart contracts are deployed on Ethereum and your binary fiiles (app) on iExec workers' network.

You can try iExec's new tutorial on Katacoda:

And http://slack.iex.ec if you need some free ETH for testing (ropsten ETH, I mean  Tongue)
