Determining a legitimate ICO is extremely difficult, fraudsters are activated on a professional level. It would be good to recommend ICO from reliable partners, for example, having the corresponding reputation of developers from positive past experience.
It seems to me that the scammers have really gone to a whole new level, that it is very difficult to distinguish them among all new projects. And the market of ico companies continues to suffer even more problems due to fraudsters and I believe that this is the basis, Why investors leave the market of ico companies for trading exchanges.

I think the answer is very simple. At the moment it is impossible to determine. We can only assume and hope that we choose the right legit ICO. Until this problem is solved, I hope in the future it will be solved.

First of all, decide in what field of ICO you are interested in, what should be the project, which projects are the most successful, as far as I know, this is finance and infrastructure. Next, go to the ICOs aggregator site and filter the ones that interest you. Examine them.

I ask my colleagues on how they look for a legit ICO. They told me that I should read their whitepaper. If that ICO has a well-documented business plan, it only means that they really have cared for their business. Lastly, if the ICO reveals their Smart Contract code.

Most projects as my believe is good and legit. I joined some top quality legit project but in this bear market those projects couldn't rise even softcap. I search by partnership with others.
Many good project not reach the target because bear market. Investor prefer waiting and see market condition and its affecting on ICOs. Hard to find a good ICOs but i think we read review in many website that dedicated for it. Developers team is holding the key of good and legit ICOs

Suppose if there are a number of ICOs started for different coins by anonymous developers then how can we find that which one the legit ICO and which one is scam ICO?
There is no guaranteed way yet, but there a a level of confidence one can have on a project, depending on how much you have researched about the. Some scam projects did not quit after ICO, some of them listed on exchange and dumped their tokens on investors. This is why i am always concerned about so many factors, including the total supply and the amount the team is holding. If they have so much in their possession, then you need to be careful.

There are much less ICOs in 2019, I am an ICO marketing manager, and several of my partners canceled their ICO plan... If you want to know which is legit, I would suggest to search for project that are already going on and never done any ICO nor they have any premine, instamine or founder taxes. This way the funds are not pre-allocated to certain sum. In addition, these projects are already in development and are much less likely to be a scam. 1. BitTorrent (Though somebod will not agree and said it is too hyped project) 2. Marconi Protocol3. StarkWare4. Historia5. Oasis Labs

This is a difficult question though. Finding a legit ICO isn't easy because there's no guaranteed way of doing that however, you can have a little trust or confidence in a project based on the team and other features based on the information you have had through research or consultation.

As a result of too many scam ico's, it's very hard to differentiate which is legit or fake, i don't think there is any specific guide to identify which ico will tuned out to be legit, but it's always adviceable to do due diligent before making any investment, there are legit ico's but they are few, scam ico's are growing in size, proper background check of team is also required, although not a 100% guarantee.

This is not enough to indicate that it is a scam or not. Projects can scamming people even after being listed in exchange. Now the scammers are developing. lol. Lately, investors think the solution of this problem is STOs.

Lately, investors think the solution of this problem is STOs. exactly! so i don't think there is a sure way to tell if project will turn out to be a scam or not, doing research or background check on the team and the overall project it's just a part of the process, that dosent really guarantee the authenticity of the project, i see a project that did not hold an ico, only did airdrop to supporters, already list on exchange and cmc but still turned out to be scam, through ico is not the only way to scam people.

Do you research and ask as many questions as you can to the development team. Also check out the team members to see what skills they have

For a fact it's very difficult to know which ICO is actually legit or scam, but there are some parameters to look out for. Firstly, do a thorough background check on the team members and also try to know whether they are capable. Look out for their partners and maybe find out from them if truly they partnered with the project or if it's false. Another aspect is if they have a working product or an MVP, does the product solve the said problem and is it in line with the project vision?. Also the token economics, the amount of tokens reserved for the team is it too large? The price per token is it high or low with respect to the total supply? What's the lock period for team and private investors tokens/coins ? . These are some of the things to note but not limited to these.

There are a lot of legitimate ICOs with legitimate intention to create a product and provide services. The problem is, the bear-market is making it difficult for the team to get the amount they need to develop their project, thus, making it difficult for them to finish their product on time. Try to read thru the white paper and check the team's eligibility to check whether it is legitimate or not.

Nowadays it is really hard to find a legit ICO compare to those of previous years. It is also hard for the project to reach their target as investors also are in doubt and don't want to loss their money because the market also is not good. You can find a legit ICO just by studying the white paper and the roadmap.

We cannot know because there is no institution that does the rules regarding ico and also the authorization of ico is feasible or not. so anyone can make ico as long as they have a concept, a team and also money for capital
