Not the point, the point is Sovereignty and that is achievable on the open seas but you must have a homestead that can survive the open ocean and no houseboat will ever be able to do that.
The only thing close is a buoy type design.

Having said that, I do have a babbling brook running through my backyard property.
Also, I hooked a big bass once on a canoe trip, (to be clear, not on the above mentioned babbling brook) then got pulled over by the game warden.
I was very proud to show him my 3 day license I purchased specifically for the trip on advice from my fishing buddy. Then the bastard wrote us up for
having only two life jackets for 3 people onboard the canoe....and the river was about 16 inches deep... I shit you not.
